Two things commonly trip up photo uploads: the pixel dimensions and the byte limit are enforced separately, so a photo can pass one check and fail the other. Cover-cropping to the required ratio first means the compression step never wastes budget on background that the crop would discard anyway — which is why this preset resizes before it compresses.
