Pre-set cap · 200 KB
JPG to PDF under 200 KB
Government portals often want photographs and certificates bundled as one PDF with a hard 200 KB ceiling — a phone photo alone weighs 2–5 MB. This builder splits the budget across your pages and encodes until the combined file truly fits.

The page order is the list order below. Photos with EXIF rotation are straightened automatically. With a cap on, every page is re-encoded just enough to fit under it — counted the way forms count, 1 KB = 1,000 bytes.

How the 200 KB budget is shared
A 200 KB bundle holds 2–4 scanned certificate pages well:
| Pages | Each page gets | Result |
|---|---|---|
| 2 | ≈ 100 KB | Comfortable |
| 3 | ≈ 67 KB | Comfortable |
| 4 | ≈ 50 KB | Readable — photos soften |
| 6 | ≈ 33 KB | Text keeps priority |
Why this cap will actually pass
Exam and government documents are identity paperwork: they belong on your device, not on someone’s server. The build runs locally, and portals counting a KB as 1,000 bytes (or Windows counting 1,024) both accept a file of 200,000 bytes or under.
Need the pixels smaller instead of the bundle smaller? The resize tool trims dimensions; 100 KB and 50 KB preset pages compress the photos individually; the full PDF builder runs quality-first when no cap exists.

200 KB, answered
How many pages can a 200 KB PDF hold?
Two to three certificate scans look natural; four dense pages each get roughly 50 KB, where text stays readable and photos begin to soften. Confirm your portal’s live notice — document tables and size caps change between exam cycles.
Is it really under 200 KB every time?
The builder measures the assembled PDF and, if it spills, automatically re-encodes with tighter budgets. If even the smallest honest encode is over, the result card says so plainly along with the overshoot — no silent near-misses.
Should the pages be A4 or exact size?
Default to A4, fitted — review desks expect standard paper sheets. Exact-size pages suit photo collections where the original shape matters more than the frame. Both layouts honour the cap.
Can I compress the photos first instead?
Yes — that is the manual route: cap each photo on a preset size page (50 KB each for a four-page bundle) and assemble here. The cap on this page does both jobs in one pass, and scales each page individually.
Where does my identity paperwork go?
Nowhere. Every page is decoded and written back to a file on your own device — no server, no account, no queue. Load the page, go offline, and the builder still runs.
